The point was brought up in the comments that people have different definitions of "modest". That was quite evident by what people defined as modest.
I wonder...
How do you define modesty? Do you think it would be okay to wear shorts under your skirt for extra modesty or is that wrong?

I can't think of what my non-toddler daughters would be doing that would necessitate them wearing skirts. For toddlers, pantaloons or shorts might be appropriate, but once they are past preschool little girls should know appropriate types of play that do not expose themselves. Perhaps G-d and our religious leaders knew that in instructing us to wear skirts they are teaching us what natural roles for girls and women are and are not. Clearly roles for girls and women do not involve things that would expose our undergarments!
